設立目的　Founding Purpose

本財団は、サイバー空間における安全確保および危機管理対策に関する調査・研究、情報の整理・分析および普及活動を通じ、健全な社会環境の整備に寄与することを目的とする非営利法人です。

This Foundation is a non-profit organization established to contribute to the development of a sound social environment through research and investigation into security assurance and crisis management measures in cyberspace, as well as through the organization, analysis, and dissemination of related information.

調査・研究の方針　Research Policy

本財団は、国内外の政策動向・制度変化・技術革新を横断的に捉えた客観的な調査・研究を実施します。サイバーリスクにとどまらず、情報戦・AIリスク・国際政治動向など複合的な脅威環境を分析対象とし、実務において活用可能な知見の提供を目指します。

分析にあたっては公開情報および複数の情報源に基づく検証を徹底し、過度な断定を排した上で、政策立案・報道・研究の各現場に資する示唆を提示することを基本方針としています。

The Foundation conducts objective research and investigation that takes a cross-cutting view of policy trends, institutional changes, and technological innovation both in Japan and abroad. Its scope of analysis extends beyond cyber risk to encompass a complex threat landscape that includes information warfare, AI-related risks, and international political trends, with the aim of providing knowledge that can be put to practical use. In conducting its analyses, the Foundation thoroughly verifies findings based on publicly available information and multiple sources, avoids excessive or unsubstantiated conclusions, and strives to offer insights that are useful to policymakers, journalists, and researchers alike.

研究体制　Research Structure

代表評議員・木下 顕伸、代表理事・早田 崇訓のもと、本財団の調査・研究は理事･主任研究員 舩山 美保が中心となって担っています。

舩山 美保　一般財団法人 日本危機管理研究所 理事兼主任研究員

国際政治経済学および心理学を基盤に、地政学・行動分析を専門とする研究者。キヤノン株式会社にて国際標準・新技術分野の特許調査および戦略分析業務に従事し、ISO/IEC JTC 1/SC 28（オフィス機器）副国際幹事として、国際規格策定および多国間交渉の調整を歴任。国際標準化活動への貢献により、ITSCJ国際標準化貢献賞を3回受賞。

本財団では理事兼主任研究員として調査・研究活動の中心を担い、サイバー空間における脅威・制度・技術動向の複合的分析を軸に、情報戦・AIリスク・危機管理政策の横断的な分析・研究を行う。言語・行動パターンの体系的分析手法を応用した意思決定構造・行動構造の解析を強みとし、とりわけPSYOP（心理作戦）および情報戦の分析を専門とする。

現在、中東アジア情報戦略研究所フェロー、公益社団法人 日本外国特派員協会（FCCJ）プロフェッショナル・アソシエイト会員を兼務。上智大学外国語学部卒業、青山学院大学大学院修了（国際政治経済学・哲学・心理学）。

Under the leadership of Representative Councilor Akinobu Kinoshita and Representative Director Takanori Soda, the Foundation’s research and survey activities are led primarily by Director and Senior Research Fellow Miho Funayama.

Miho Funayama is a researcher specializing in geopolitical and behavioral analysis, with a foundation in international political economy and psychology. At Canon Inc., she conducted patent research and strategic analysis in the field of international standardization and emerging technologies, and served as Deputy International Secretary of ISO/IEC JTC 1/SC 28 (Office Equipment), coordinating the development of international standards and multilateral negotiations. She has received the ITSCJ Award for Contribution to International Standardization three times.

At the Institute, she serves as Director and Chief Researcher, leading research activities centered on the multidimensional analysis of threats, institutional frameworks, and technological trends in cyberspace, with cross-cutting work spanning information warfare, AI risk, and crisis management policy. Her expertise lies in analyzing decision-making and behavioral structures through the systematic analysis of language and behavioral patterns, with a particular focus on psychological operations (PSYOP) and information warfare.

She also currently serves as a Fellow at the Institute of Middle East–Asia Information Strategy and as a Professional Associate Member of the Foreign Correspondents’ Club of Japan. She holds a degree in International Politics from Sophia University and completed graduate studies in International Political Economy, Philosophy, and Psychology at Aoyama Gakuin University.

連携・情報発信　Partnerships and Outreach

中東・台湾・モンゴルの国立科学技術大学と連携し、国際的な情報交換・共同研究を継続的に実施しています。国内外の学術研究者・政治家・報道関係者を主な対象として、最新のサイバー安全保障動向および関連する国際情勢に関する分析レポートを継続的に発信しています。

なお、木下 顕伸は「中東アジア情報戦略研究所」の代表を兼務し、国内外の研究者がボードメンバーとして参画しています。

The Foundation maintains ongoing partnerships with national science and technology universities in the Middle East, Taiwan, and Mongolia, conducting continuous international information exchange and joint research. Targeting academic researchers, policymakers, and members of the press both in Japan and abroad as its primary audience, the Foundation continuously publishes analytical reports on the latest trends in cyber security and related international affairs.

In addition, Akinobu Kinoshita also serves as the head of the Middle East Asia Information Strategy Institute, in which researchers from Japan and abroad participate as board members.

沿革

令和5年6月、サイバー空間における安全確保および危機管理に関する調査・研究を目的として活動を開始しました。

さらに令和7年12月、法人の商号を「一般財団法人日本危機管理研究所」に変更し、現在に至ります。

国内外の情報収集・分析および知見の整理を通じて、研究・情報発信・普及活動を行い、健全な社会環境の整備に寄与することを目指しています。
